DEFINITION

Under the direction of the Chief Technology Officer or designee, designs, develops, programs, updates and maintains the District’s website and intranet, related web pages and social media platforms; assures web-based content accessibility; monitors and maintains content and design to ensure alignment with the District’s overall objectives and branding efforts; serves as a technical resource to staff.

TYPICAL DUTIES

Designs, develops, programs, updates and maintains the layout and content of the District’s website and intranet, related web pages and social media platforms to support the District’s objective to provide accurate, accessible and timely information; organizes and designs web content to enhance visual layout, usability, and navigability of web pages on various browsers and devices by determining layout, copy, and format; ensures and maintains web-based content accessibility, ensuring compliance with ADA and other established regulations and requirements.

Performs a variety of technical duties involved in the programming, design, coding and implementation of a variety of website features and applications; designs, monitors and ensures functionality of website links, online forms, and scripts; creates, edits and integrates various website features such as audio, video, databases, forms and publications; coordinates with a contracted web hosting service provider to ensure the District’s website is appropriately backed up and restorable.

Monitors the performance and capacity of web-based systems; analyzes website statistics and generates usage reports for the purpose of refining and improving website performance; assists in troubleshooting and resolving server and webpage malfunctions.

Provides website content in “accessible alternative” formats, ensuring equal access in compliance with the ADA, including features such as closed captioning, skip navigation links, keyboard controls, screen-reader software for PDF documents, etc.; monitors and adjusts web content in response to accessibility of web pages.

Assists in the development and implementation of website projects; provides innovative ideas and creative solutions to support schools and departments in the planning stages of webpage projects; evaluates and responds to requests for website additions, solutions, and revisions.

Ensures creative website content supports District goals and initiatives; ensures internally and externally developed content is consistent with brand standards; works across teams to ensure brand is consistently and effectively executed.

Researches current best practices and latest trends in marketing, branding and related resources, for incorporation into District campaigns and products; remains current with related resources and search engines.

Serves as technical resource concerning the District website; responds to inquiries and provides information concerning related webpages, projects, systems, standards, requirements, practices and procedures; provides training and assistance in the operation of websites and develops training materials.

Assists technical-level staff in performing complex work to install, manage, repair, optimize, and maintain a variety of computing platforms and peripheral equipment with minimal supervision and direction as needed.

Assures timely communications between assigned office and District employees; works collaboratively to produce quality work while meeting deadlines and expectations for quality, creativity and accuracy; provides and maintains a strong customer service approach.

Attends and conducts a variety of meetings, workshops and trainings, as assigned.

Performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS

This single position class of Web Developer is characterized by the requirement for exercising a high degree of judgement and independence to analyze and design web-based applications, refresh the appearance, modify and update content and develop new website features for the District website and intranet, related web pages, and social networks. It is differentiated by other positions in Technology Services in that the Systems Integration Analyst performs technical duties in the integration and optimization of a variety of technology systems; it is distinguished by its specialization in database design, planning and analysis to ensure system interoperability. The Student Information Systems Analyst performs professional duties in the analysis, development, and maintenance of student data, for submission to the State of California. An IT Engineer – Network tests, plans, and executes enterprise-level network tasks and performs the day-today management and maintenance of network systems and infrastructure while an IT Engineer – Server tests, plans, and executes enterprise-level server tasks and performs the day-to-day management and maintenance of District-wide server, database, and backup systems. The Computer Technician II performs technical and complex work to install, manage, repair, optimize, and maintain a variety of end-user computing platforms and peripheral equipment.

EMPLOYMENT STANDARDS

Knowledge of: Content Management Systems (CMS) (i.e. WordPress, Google Sites, etc. to publish websites/ web content); website ADA compliance through the implementation of WCAG 2.0 accessibility standards; email marketing software systems (i.e. MailChimp, Contant Contact, etc.); video editing, graphic design, and information management programs and techniques; practices and procedures of website programing, design and development; current technologies and media with respect to design and marketing; best practices in marketing and branding; social media forums and sites, such as Facebook, Twitter, YouTube and Instagram; correct English usage, grammar, spelling, punctuation, and vocabulary; oral and written communication skills; interpersonal skills using tact, patience and courtesy; legal mandates regarding trademark and copyright laws, and guidelines pertaining to privacy and the distribution of news and public information.

Ability to: Determine and arrange proper artistic and visual layout for web pages, copy and graphic features; operate a variety of office equipment including copier, computer and assigned software, including MacOS, iOS, Windows and Android computing platforms and specialized software; install, manage, maintain and repair a wide variety of Macintosh and PC-based desktop/laptop computers and peripheral equipment; train and provide technical support to users in computer operation, software, networked systems; work collaboratively with representatives of diverse community groups and District staff; support organizational communication goals and make related recommendations to management-level staff; prepare, proofread and edit website script and copy; write and communicate in a variety of mediums; work independently with little direction; complete projects that require a high level of accuracy and attention to detail; exercise professional judgement in decision making and the release of information and materials; maintain confidentiality of sensitive information; develop, monitor, and maintain standards-compliant social networks.

Essential Physical Activities and Work Environment: Work is performed primarily in an office setting, while sitting for extended periods of time at a desk or computer workstation; may travel to District sites and/or meetings outside the District. Needs sufficient visual acuity to read regulations and work on computer screens all day; sufficient hearing to comprehend ordinary conversation in person or on the telephone; sufficient clarity of speech to be understood when explaining concepts; and regulations in ordinary conversations and formal and informal presentations; needs physical ability to operate a computer; sufficient strength and agility to lift, move, and maintain computers and peripheral equipment weighing up to 60 pounds. This job generally requires 80% sitting, 10% walking, and 10% standing during the course of business.

Typical Background: Any combination of training and experience that demonstrates the knowledge and abilities to perform the typical duties. A usual way to obtain the knowledge and abilities would be a bachelor’s degree in computer science or related field and at least two years of experience designing, developing and maintaining dynamic, standards-compliant websites, including multimedia and/or graphic design. Industry certification in current web development systems and software is desirable.

Licenses and/or Certificates: Possession of a valid California Class C driver's license and use of an automobile or proof of an equivalent mode of personal transportation is required.

Qualifications: In order to be considered qualified for a vacancy in this classification, a candidate must possess the required background and successfully demonstrate such background, knowledge, skills and abilities through an examination process.
