PROJECT SPECIALIST III, EXTENDED LEARNING, ENRICHMENT AND INTERVENTION

JOB DESCRIPTION
PRIMARY FUNCTION
Under the direction of the Director or designee, the Project Specialist III, Extended Learning, Enrichment, and Intervention is responsible for planning, developing, administering, interpreting, evaluating and maintaining the vision of the before and after school extended learning, enrichment, and intervention programs in the district. In this role, the Project Specialist III will serve as a resource to school and district personnel, the Board, other District's and community partners; provide staff development consistent with State, District and program goals and objectives; supervise and evaluate staff; formulating, implementing, administering, monitoring and exercising judgement regarding District policies and procedures; preparing and administering the budget, grant writing, tracking and reporting expenditures.
ESSENTIAL DUTIES & RESPONSIBILITIES
Specific responsibilities will include but will not be limited to the following:
Coordinate the planning, development and implementation of extended learning, enrichment, intervention, and support programs and activities.
Serve as liaison to schools, district and state regarding the planning, implementation and evaluation of extended learning, enrichment, intervention, and support programs and activities.
Plan, coordinate and facilitate various stakeholders and program meetings with staff, school personnel, district management, community representatives and agency partners.
Coordinate training, communication, service delivery, and data collection with designated program school sites, district personnel and collaborative agencies.
Coordinate data collection for program evaluation, prepare reports and make programmatic recommendations based on evaluative outcomes.
Develop, monitor and maintain program budget, including revenue and expenditures, reporting to funding source and meeting district accounting and budgeting requirements.
Analyze and verify financial reports and statements, accounts and revenue and expenditure records.
Monitor all attendance records and financial accounts to ensure fiscal accountability.
Research availability of funds and prepare grant proposals.
Ensures accuracy of the budget and monitors program expenditures to include monitoring how funds are allocated, preparing grant proposals, managing and reviewing site and community partnership expenditures and reporting grant expenditures.
Ensure compliance with state and federal programs as assigned.
Prepare and submit district, state and federal reports.
Prepare information for district and state auditors.
Initiate staffing requests and assist in recruitment, interviewing and recommendation for employment of certificated and classified staff.
Develop, coordinate, train, implement and supervise the extended learning, enrichment, and intervention programs.
Conduct program visits and observations for program supervisor and evaluation.
Coordinates program components between principals, assistants, community agencies, District staff and parents regarding program and their overall direction by analyzing problems and making customer service decisions.
Facilitates communication and coordination among instructional staff for the purpose of coordinating curriculum guidelines, district academic objectives and student learning goals.
Provides on-going in-service education for personnel by developing a yearly plan based on best practice and an assessment of program staff and community partners.
Monitors instruction to ensure that curriculum utilized supports and reinforces that of the regular educational program.
Manages and coordinates program compliance based on national, state, county, district and collaborative partnership agreements and guidelines. Ensuring that all timelines are met for reporting data and collecting funding for program implementation.
Researches various information sources for the purpose of developing new programs and long range plans.
Other duties as assigned.
KNOWLEDGE OF
Federal and State laws and regulations surrounding the provision of education services and district policies and procedures; related Education Code requirements; administration of extended learning ad intervention programs; program and staff evaluation; assessment and evaluation, collaboration service delivery and program-related strategies; current technology, usage and functions of assistive technology and communication devices, computers, and a variety of hardware and software; accommodations and modifications for students. Knowledge of site performance plan and school site and district emergency procedures. Knowledge of professional responsibilities regarding any requirements for maintaining valid credentials.
ABILITY TO
Organize, plan, coordinate, and effectively implement district initiatives; provides specialized resource support and coordination of an extended learning and intervention program; collaborate and communicate effectively both orally and in writing; understand and carry out oral and written directions with minimal accountability controls, establish and maintain collaborative working relationships with multi-disciplinary teams, site administrators and stakeholders; mentor, peer coach and conduct professional development; ability to maintain, analyze and synthesize data; follow applicable state and federal timelines; possesses exemplary presentation skills, understand and carry out oral and written directions with minimal accountability controls.
WORKING ENVIRONMENT
The usual and customary methods of performing the job’s functions requires the following physical demands: hearing and speaking to exchange information and make presentations; dexterity of hands and fingers to operate a computer keyboard; have a means of transportation to conduct work; seeing to conduct inspections of data; and occasional lifting of boxes and equipment and bending or reaching for files and equipment. Weight of materials will vary, but generally less than fifty pounds. Generally, the job requires 30% sitting, 30% walking and 40% standing. May be required to correctly transfer or restrain a child physically if needed. May work with students who have significant academic and social/emotional needs. The job is performed under minimal temperature variations, a generally hazard free environment and in a clean atmosphere.
LICENSES/ CREDENTIALS/ EXPERIENCE
Valid administrative services credential or obtain a valid administrative services credential within two years from date of hire.
Minimum of five years’ experience in education.
Must pass pre-employment physical examination and fingerprint clearance following an offer of employment.
