On November 4, 2014, a bond was approved in the amount of $182.1 million (Proposition E). The District is required to establish an Independent Citizens’ Oversight Committee (ICOC) composed of community representatives.

The ICOC will review expenditures to verify the $182.1 million authorized under Proposition E is spent as presented to the voters (i.e., bond funds cannot be used for overhead or employee salaries). The ICOC will receive and review a minimum of two audit reports each year. These audits will be performed by an independent (third party) auditor, California Financial Services. Other activities in which ICOC members may engage could include tours of school site projects.

The public is welcome to attend the Independent Citizens’ Oversight Committee (ICOC) Meetings. Meetings are generally held on the third Thursday of the month in the evening, approximately every two months.

The Board of Education shall appoint the ICOC members.
